From the series "Chiyoda no Oh-oku" (The Ladies of Chiyoda Palace). "Tanabata" (Star Festival) in July. Court ladies are decorating bamboos with poems and wishes for the weaver and the herd boy who could meet each other only once a year over the Milky Way.
